Civilian Art?

A friend of mine uses the term, 'civilian graffiti', to describe the marker pen scribblings in a bus shelter in comparison to graffiti which he believes to be real. It leads me to think about all the videos that are uploaded to the internet everyday with no artistic intention, purely for humorous purposes. Is this work not art simply because of the maker's intentions? Where is the line between art and non-art?
